Yes, it has the same basic hardward as the 2948G (non-L3).
However, it also has a built-in 8510 CSR router, which does
the forwarding between VLANs, and the software of course is
classical IOS.

The 2948G-L3 does support ISL and they do this with what I
tend to think of as a 'hack'. That means that ports needs to
use the same encapsulation in groups of four.

I've seen somewhat better performance on the 2948G-L3 by
using dot1q but that may have changed with never versions of
the code.
