I am not aware there is a timer for that. Dialer watch is relay on routing
protocol convegence, so depending on your igp, it should be faster than user
interesting traffic. I used dialer watch before when cisco only support
igrp/eigrp for dialer watch. It's very fast. I recommand you turn on debug
dialer to see which part is slow.
