If my thinking is right, you're getting a encaps
failed because the router doesn't know where to send
the traffic when no # is specified. A dialer map is a
static mapping of a protocol address to a ISDN#. If
you don't have the mapping complete and correct it'll
fail. I'm not sure if it will automatically map the
protocol to the current call. I'm guessing no since I
don't recall any documentation stating it acts this
way.

It would probably work fine with no dialer map or
dialer string statement. This would be if only one
side called.

Time to go read up on DDR some more. It can get
confusing and puzzling at times.
