Scheduling anomalies such as waiting lists and swapping dates are entirely
at the discretion of the lab coordinators, in RTP's case, that's Melody.
I doubt that there is a CCIE wide policy concerning swaps, except that
they may be encouraged to be flexible. I expect that Melody can be
overwhelmed by such requests, so she is asking for some room, that's all.
