If I'm not mistaken the number of vty lines is also dependent on the feature
set of IOS. If you have Enterprise you can use like 64 or something like
that. I can't remember the details but that has something to do with it.
Someone surely knows the exact answer and can clarify. But, I am pretty
sure that is your problem. Upgrade to Enterprise and you will be able to
add more vty's.
