Is the network you have set as default-network a
directly connected network on downstream? For it to
become the gateway of last resort on the downstream it
must be in that routers routing table as a EIGRP/IGRP
route.
Try setting a route this router is learning via
EIGRP/IGRP as the default-network on the upstream.
