You'll need a frame switch that understands DE.

Have a router loaded with 12.1(5)T or later, and configure the new frame
relay enhacements for frame-relay switching. It allows settings to test
DE. Check release notes for configuration examples.

Then you should be able to pump traffic through, and 'show frame pvc' to
see DE work.
