Scott,

Being that the 2500 Series platform runs the IOS image from Flash, you
cannot write to the flash which you have booted from.
You can do it from ROM Monitor mode, but I suggest the following:

1)Configure the router to boot from TFTP
2)Once you are booted from TFTP, you will see that both Flash modules are
listed as Read/Write
3)Go into Global config mode and use the "partition flash" command. If my
memory serves correctly it's "partition flash 1 16" in this case (to make 1
16MB partition).
4) Verify that you have a 16MB flash by "show version" or "show flash" then
copy the new image you want to flash.
5) Set the router back to boot from flash and you're done.
