Please correct me if I am wrong, however on the Tac Forum I read the following.
The doc Number is 6224. I think this could very easily be an issue if
attempting to configure snapshot routing for IPX and dialer profiles were
previously configured.

Question: I tried to configure snapshot routing using dialer profiles. The dial

up connection came up at first, but then remained down even when snapshot moved
into the active period. Why?
Answer:
Snapshot routing isn't supported on dialer profiles. You must use legacy
dial-on-demand routing (DDR) to use snapshot routing.
