R1 is the master NTP

ntp master 1 <----stratum 1

also configure
clock timezone pacific -8
clock summertime summer recurring
make sure you then set the correct time and date, since this router is your
master

ip address 10.1.1.1/24

R2
This is your ntp peer

ntp peer 10.1.1.1

also set the following
clock timezone pacific -8
clock summertime summer recurring

e0

10.1.1.2/24

You can have authentication but not in this scenario, authentication does
not work with master. Normally you get your time source off of a public
clock rather then having the router be the master. Stratum means how far
away the clock is away from the original (master) time source. Since we are
the master we are one
