None of the neighbor table look good to me. the real bad one is R5 doesn't
have an entry for r2. do u have broadcast keyword in all the frame-map
statements?
DR election process is not 'pre-emptive'. i think this is leading to the
problem. they must have formed neighbors before you config priority.
reloading R2 and R3 shd fix this.

other questions i have:
1)do u have a pvc btw R2 and r3?
2)have config'd neighbor statement on r2 and r3?
3)do you have a frame map' statement in r2 and r3 for each other?
