I think your mask applies to a 24 bit subnet while your host is a full 32
bits.
Suggest you either use 'ip route 173.168.40.0 255.255.255.0 10.20.1.1' or
'ip route 173.168.40.1 255.255.255.255 10.20.1.1'.
