Have u explored any of the TTC FireBERd testers ? The BER testers are
capable of measuring delays..but i am thinking with add on modules may be
you can insert delays too traversing the ttc tester or any BER tester.

For serialization delay, reduce the speed or increase the packet size,
or both.

For propagation delay, order a satellite circuit or several hundred miles
of wire, or move one end of the circuit to Australia.
