How about debug ip packet , debug ip tcp trans, debug ip bgp ?
just establish a ebgp peer and debugs should tell u the errors ? anyways is
ur ISP
willing to give you BGP routes but not enough info to estabish peering ?

If you're doing eBGP, then you know the IP address of the interface
you're connected too across ATM Right? Use that IP address for the
remote peer. Then, and I'm just speculating here, I haven't tried it
yet. turn on debug BGP events, etc., and configure the AS with a
"guess AS".
Will you perhaps than see an error message talking about the mismatch
between the ASs?
