If you establishing a BGP peering through an Internet Exchange, typically
you can lookup the web page for that Internet Exchange and get a list of
members at the exchange. Some times this list will include the IP addresses
and AS numbers of the IX members. Another option (for ASNs) would be to
check the relevant route registry.
Just a couple of ideas, but the easiest is to simply give them a call or
e-mail their bgp or peering users (bgp@someplace.com or peering@xyz.com).

that you cannot have any kind of access into the router and cdp is disabled.
