We do need the show and debug traces to find out what cause ISDN to stay up.

Just by looking at your config, you use ospf demand circuit to do DDR. Then
you don't need to deny ip ospf any any in your dialer-list. That dialer-list
will prevent ospf to form adjacency through ISDN when s0.1 is down.
