Couple of things first -

Did you have ISDN working before you placed the backup command under your
serial? (Setup either legacy or dialer profile's and define interesting
traffic - and ping across it)?

Do you have a delay statement under the backup? or are you using default?

Interface S0
backup int bri0
backup delay 5 10

Does the Bri0 show itself in "standby mode" after you apply the backup
interface command?

kick off you need to pull the serial cable or do a shut from the Frame
switch. Doing a shut from the serial interface of the router you are
working with has no effect.

I would take it from physical layer and work my way up. Does a 'show isdn
status' show multiple frames established and your spids valid?, Make sure
your frame map or dialer string is correct, and then make sure you define
interesting traffic on both sides. Once I can ping across the bri then I
would add the backup command to the appropriate serial interface.
