 So how is this related to the problem? The issue is that one side
of the frame-relay is multipoint and the other is point-to-point.
Different ISIS broadcast types. Sort of like OSPF network broadcast
and point-to-point. Have a mismatch here.

 The "frame-relay map clns" is a required part to get ISIS
to work across Framerelay. Inverse-arp doesn't work well.
Doesn't resolve the broadcast problem I don't think.

 Yes this is one way of doing it.

Another way would be to create a tunnel between the two routers
and put isis in the tunnel. Some overhead but now both sides of
the link are point-to-point and the broadcast types are the
same.
