Fluke makes a variety of network testing devices, all which are expensive.

The most useful in my opinion, is the Pentascanner, which is a physical
layer certification device. It is invaluable to insure that when a CAT5
drop is installed, it meets ALL the certification requirements. Using this
device pretty much guarantees that you will be only be working L2 and L3
issues for this drop, after the initial installation and certification is
complete.

Most of the other Fluke devices are pretty much a poor man's protocol
analyzer. Okay, not so poor..:-)

You can effectively troubleshoot L2 and L3 issues without the Flukes by
using the w/s and router command lines. Pentascanner excluded, I feel they
are way overpriced. If they cost 80% less I'd recommend every network
engineer carry one, but not today.
