It is used for explicit mac address filtering, so make sure use the
functional mac address (c000.0000.0080) which enables broadcast. Ex:

dlsw peer-on-demand-defaults dmac-output-list 700
access-list 700 permit 0000.f6669.5ee5 (sample mac address)
access-list 700 permit c0000.0000.0080 <---this is required to enable
broadcast for the above mac
