or you can use
summary-address 199.172.0.0 255.255.252.0
this will put 199.172.1.0 and 199.172.3.0 in the same subnet 199.172.0.0/22

Use this under OSPF process:

summary-address 199.172.1.0 255.255.254.0 ---(this
will actually match all odd numbers, 3rd octet i.e
1,3,5,7 routes)

This will take care of 199.172.1.0 and 3.0 routes and
send it as one 199.172.1.0/23 and 199.172.12.0/24 will
be advertised as-is.
