Summarize 199.172.1.0 and 199.172.3.0 and don't include 199.172.12.0.
Use the following
Router ospf
summary 199.172.0.0 255.255.252.0
This will create a summary route of 199.172.0.0/22 and let 199.172.12.0
through. Easiest way I found to do summary is to break it out to binary
and go through the math.
Summary is used for redistribution into OSPF. Area-range is used for
summary from one OSPF area into another.
