I want to setup the DHCP server to deny leases to routers... right now the
only way I can do this is to explicitly enter the MAC address of all my
routers an assign them no address. This defeats the purpose since I am
trying to stop new routers from getting addresses when I unpack them. (I
won't know the mac until I fire it up).

So what you're trying to do is block all packets coming in with a layer 3
destination of 255.255.255.255, udp port 68, and a source mac address of
Cisco device. Isn't there a way to combine access lists, or did that only
apply to netbios filtering. I could swear I saw something about this
recently...
