Heres the basic config that was giving problems:

int s0
  ip address x.x.x.x
  backup int dialer1

int dialer1
  ip address y.y.y.y
  ip ospf demand-circuit
  dialer-group 1
  more dialer stuff...

dialer-list 1 deny'd all OSPF traffic and all other ip
traffic was interesting. Dial reason was 224.0.0.5

With s0 up/up the dialer1 should be in standby and not
doing a thing but it kept trying to bring the ISDN
circuit up. Constant up/down for the ISDN. Once the ip
ospf demand-circuit is removed from dialer1 it quiets
down and is in standby like one would expect.

Taking the backup int off s0 and making it a normal
dial in, OSPF demand circuit works like it should.

I believe this router has 12.0(7)T enterprise/ipsec. I
can check tomorrow when I'm in the office.
