Frame relay Traffic Rate is the traffic shaping
command (token bucket and all the nice stuff ) while
the CIR is one of the SLA parameters for Frame Relay.
It is specified in your contract and is required in
your configuration so your traffic is not dropped by
the Provider.

 They are both QOS features, while one is local to
your network ( you can choose to shape your taffic at
the edge of your network or not) the other goes beyond
your network, the Service Provider will drop any
traffic above your CIR when there is congestion ( with
CIR you have no choices, it is mandatory).
