The discount applies to Cisco resellers who achieve special "partner"
status. It depends not only on number of CCIEs on board, but many other
factors, including how much Cisco product they resell, having specific
procedures for handling support calls from their customers, training
policies, etc. For a normal Cisco customer who is not a reseller, there
is no discount available.
Usually an employer will want to support you in learning specific
technologies that will assist you in being productive in his environment.
The average customer network just isn't as broad-based as the CCIE
requirements. So there would be little benefit to the average employer
associated with having a CCIE on board.
Your best bet might be to search out Cisco resellers or consulting
partners with strong Cisco relationships--Cisco Gold and Silver partners,
or even resellers who are looking to achieve Silver certification.
