Which line are you using - ie: example config..

eg:

line con 0
! this sets up the session to never idle out
 exec-timeout 0 0
line aux 0
line vty 0 4
! this basically doesn't allow the EXEC process to start, therefore
! not going to give you a router prompt
 no exec
