IPIP encapsulation is IP protocol 4. It was developed originally by Phil
Karn (now of Qualcomm) in the mid 80's, in the process of developing the
famed KA9Q router software. It is still in extensive use supporting a
world wide Ham Radio network. Besides KA9Q and Cisco, it is also supported
by Linux and probably others.

It is set up in a manner similar to GRE encapsulation, but the tunnels only
support carrying IP.
