I think the following methods can save long call fee when using ISDN to backup
a frame relay PVC between ... say Beijing and New York.

1. floating static routes
2. RIP/IGRP/IPX RIP/RTMP -- snapshot routing
3. OSPF -- on demand circuit
4. BGP -- long keepalive timer + default idle timer
5. DLSw -- turn off keepalive
6. Bridge(over tunnel) -- turn off spanning tree
7. EIGRP -- #%@#@#$%%^*&*)(*%^$#$%#@$^(%%#???
