Split-horizon means you don't re-advertise a route back out the same
interface it was learnt from. So the statement is used to counter the
feature of a multipoint interface, and the route can go out the same
interface, but a different vc.
As to the second question, the '457' socket address is for IPX diagnostic
responder, used about every 55 sec..
