It is built into the IP Stack on windows machines. WinNT4.0 sp3 and up, and
windows 98 and up, although they claim to have added it in an update to
win95b. I use WinME and Win2000 with it all the time. It is on by default,
and can only be turned off by manipiulating the registry.
