If you are doing mutual re-distribution and not filtering, when the
dialer goes down RIP issues a flash update which is redistributed to
ospf and brings the dialer back up. This will happen whether or not you
are using OSPF demand-circuit.
Solution - filter the RIP routes being redistributed into OSPF to
exclude the dialer interface.
This has been covered several times on this group for OSPF and
IGRP. Same scenario.
