What you say is true. Using cisco gdp irdb the lower priority is
preferred. Other hosts such as Sun Solaris conform to the RFC and the
higher priority is preferred (I don't have a Sun to test this out but I
believe it is true). If you see this on a lab, go by the RFC (or ask
the proctor).
