While the RFC says higher, in practical use with Cisco configuration the lower
priority number is going to be preferred.
In this example, a router has no ip routing and global command ip gdp irdp and
is on a segement with two routers running IRDP. Notice default gateway is from
the router with lower priority.
router1#show ip ro
Gateway Using Interval Priority Interface
172.16.78.1 IRDP 18 90 Ethernet2/2
172.16.78.2 IRDP 18 100 Ethernet2/2
Default gateway is 172.16.78.1
