that is right , i just tried this scenario and it worked fine , R3 sees the
loopback without problems
i guess u many have to check
1-do R2 and R3 forming adjacency ??
2-do u define the NSSA in both routers (R1 and R2)??
i guess u may have fogot something basic in the configuration
