General Traffic Shaping Problem?

   Hi,
   
   I am studying GTS, I find some interesting prolem:
   
   When I use Show traffic-shape, such as:
               Access Target Byte Sustain Excess Interval
   Increment Adap
   t
   I/F List Rate Limit bits/int bits/int (ms)
   (bytes) Acti
   ve
   Se0/0 64000 16000 0 128000 2000
   16000 BEC
   
    Then, what is the mean of Increment? and function?
          As you can see, Sustain bit/int or CIR is 0, what 's the result
   for Frame Relay ?
