Actually, mobile ip was released in IOS 12.0(1)T so I would assume that it's
fair game. This is the same version that dhcp server was released in and
cisco covers the dhcp server in their CCIE power session. This would lead
be to believe that features in the T-train are fair game.

Mobile IP came out only on 12.1 IOS. The previous versions had Local Area
Mobility that doesn't need mobile client. Mobile IP may not be in lab for a
while since it is 12.1 only feature. If you really want to play with it for
fun, play after you finish your CCIE. Don't use your valuable time now.
