Mobile IP security associations

I'm trying to configure mobile IP and I'm a bit stuck. the config guide
seems to indicate that each mobile ip host address requires a security
association consisting of a SPI and a key. the config guide shows values
entered in hex (a hash of some kind?) and plain text. my routers will only
accept hex and not plain text.

1. is a SA actually required for each mobile IP?
2. Can the hex key be any value or is it a hash that has to be generated
from the actual key?
3. does anyone have a good configuration validation technique they would
like to share?
