I am not sure what flavors of IOS supported this, but you could try entering

lin vty 0 64

If you get a message back saying something like "can't create terminal
lines".
or "invalid input", your verison of IOS doesn't support more than 5 vty
lines.

There was a commserver version of IOS for a 2500 that would allow you to use
at least
64 vty lines, as I have tried this at least once.
