does it dial the line more than once (your debug listing only shows one) ?
dialing once is normal - demand circuit needs to bring up the link, find
the neighbor, exchange LSAs, then it allows the line to hang up and will
bring it up again when there is an LSA to transmit or data to transmit.
I think what you have showed us is normal behavior.
