My understanding is that intf-type is a frame-relay setting. If you set the
intf-type to dce, then the frame relay switch is providing the dlci, not
receiving it...

On the other side of the coin, if you are referring to a DCE interface, then
yes, you need to provide a clockrate and the DTE will communicate at that
clockrate.
