fatkid lab 365 nat

I have a question regarding fatkid lab #365 with nat.

Why do I have to have network 197.7.6.0 in R4's
routing table? It appears that when R4 receives a
packet, it checks the routing table first on the
destination address. If it exists, it then passes the
packet to NAT, who translates it, and then forwards it
to 10.2.2.0

Why wouldn't the router NAT the address first and then
look up the NAT'd destination in the routing table.

Could someone shed some light on why it would work the
way it does?

The way it appears to work:
Packet comes in -> check routing table -> pass to NAT
-> check routing table for NAT'd address -> send
packet.

Why doesn't it work like:
Packet comes in -> pass to NAT -> check routing table
for NAT'd address -> send packet.
