Actually, Cisco does offer Network Side BRI on 12.1-3X.
However, you need a BRI Vic to do it and mine has been on back order for the
last 2 1/2 months. (Cisco originally only offered it in Europe.) Good luck
getting one anytime soon if you live in the states.

Last time I checked into it it was network-side PRI, which isn't much help
for doing dial backup scenarios. (i believe it's implemented as a PBX
integration type feature).

Cisco IOS 12.1 lets you configure Network side, I have not tested this my
self as yet.
You may want to give this a try before investing money into a simulator.
