The site is for Cisco and Cisco authorized resellers. If you are one of
these people you can get rack time for free as long as you meet some of
their guidelines. These aren't test questions just a resource to help
employees that work for Cisco or a Cisco authorized reseller.

 All it says is that it's a "site dedicated to the advancement
of computer systems professionals within Cisco partners and
resellers". Why can't this be a private company that provides
training to Cisco partners? It may or may not have any relationship
with Cisco. And Cisco may or may not certify this training
with this company.

 I could create my own company and also say that my company
provides professional training for Cisco partners and resellers.
Does that mean Cisco certified this? Again maybe but maybe not.

 I am not say that this company is not certified with Cisco.
I don't know. There are a lot of companies that seems to be
getting into training and certification. Some very good and
some questionable.
