As far as I know this is the only method available for scaling DLSw+ without
using full mesh between the peers. Basically DLSw+ clients in a peer-group
connect to their border-peer. The border-peer in peer-group (A) connects to
border-peer of peer-group (B). Border-peer of peer-group (B) connects to its
client peers. Once the resource has been located, the two client peers will
establish an "on demand" relationship.
The DLSw+ design guide on the CD looks at this in some detail

In order to achieve any-to-any connections without a
full mesh with dlsw you must use border peer
configurations - referencing Caslow's Cisco
Certification manual p.652-655. Is there another way
of configuring any-to-any connections without a full
mesh other than border peers? Kind of similar to BGP
where you can do Confederations or Route Reflectors
without a full mesh.
