FW: Token Ring Vlan Conx to RSFC

Unlike the RSM, the RSFC IOS does not support Token Ring VLANs (well... it
didn't in June). The last version that I attempted this on was 12.1.3
Enterprise Plus for the RSFC. Basically, if you cannot specify an option of
'type trbrf' on an 'int vlan' command, you cannot route Token Ring VLANs.
