Correct, but the docs are "sort of" correct to. You need to have the same
signalling type on both sides, but instead of thinking of the VIC cards
only, think all sides.
The VIC FXO port must be configured for E&M in order to pay attention to it.
The same is true for the analog trunk port on the PBX, it needs to specify
E&M signalling also.
So like the docs say, it is a same to same setup!
As far as I know, no PBX supports E&M on the analog station modules. That
would be odd. So E&M over the FXS ports, you're correct, isn't going to be
happening.

E&M refers to the channelized signaling provide on a T1 using
the A and B bits, i.e. it is a digital parameter.
FXO is an analog telephone port that must connect to a PBX
or CO switch, i.e foreign exchange office.
FXS is an analog port that must be connected to a telephone
or other instrument capable of taking calls, i.e. foreign
exchange station.
Normally an FXO port would never connect to another FXO port.
