I doubt that is an absolute. For example, you have to use static routes
to inject certain routes in a routing table in order for BGP to
advertise aggregate addresses.
My sense is you cannot use static addresses that point to next hop
addresses or a valid interface (eth x serial x etc. I think null 0 is
acceptable because under normal circumstances, a packet than is routed
to the null0 interface goes nowhere) in order to achieve reachability
(ie replacing dynamic routing)
You also need static routes for ISDN connectivity, for certain route
summarization to work properly (does OSPF area route summarization
rings a bell?)
