   My stab at it would be...
   
   23 B channels outbound on a PRI (or the multi BRI rotary group), a hub
   if you will, to multiple remote sites with BRI's (2 B channels), the
   spokes. Don't use "dialer load-threshold" at the PRI/hub site because
   you may bring up a 3rd B channel to a spoke site. Bad considering the
   spoke site can only use 2 B channels (BRI).
