I have experienced the same thing myself, the problem seems to be that
learning happens in quantum leaps and that the better you get, the more
energy (and time) these leaps seem to require.
What works for me is to go back to the basics. When I work on something I
can't seem to be able to conquer, I just drop it for a while and work on
some really easy stuff that I know I will nail (RIP, EIGRP, redist., etc.).
This way, I stay in touch with the basics and I build confidence and speed.

Have you looked at rescheduling the lab? And maybe trying some of the
practice labs like at www.cciebootcamp.com. For me the last couple of
times I took the lab I didn't do enough practice and really didn't
understand
as much as I thought. I have basically spent 6 months studying and working
through the cciebootcamp labs and other problems.
And also take some breaks if the studying seems to be getting too much.
I something say forget about studying tonight and go see a movie. Seems to
give me a new prospective of the problem and sometime for my mind to
actually
work through the problem.
